About Us Founded in Hobbs, New Mexico by O.J. Rouly in 1962, Rouly Inc. was established to meet the needs for heat exchanger repair for area Gas Plants, Refineries and Petrochemical Plants. In 2001 Rouly, Inc. was sold to a corporation headed by Robert K. Scribner, Jr. We have since added fabrication and repair facilities in Odessa, Texas and Big Spring, Texas. Today, construction and repair of heat exchangers is our primary service. No matter how large or how small the job, whether it involves repairing an existing unit or building a new one to your specifications, Rouly Inc. can supply all your heat exchanger needs.
